    Wasn't it the case already? All I see is a change in release numbering really:

    "Dolphin has seen constant updates, with new features and enhancements coming side by side with bug fixes and stability improvements. " <-- yes that is what I call rolling release.

    "All of this was achieved without a new release." <-- No. You were doing release. Just not changing major version numbers.

      I don't use Dolphin so I don't know what this really means in reality but the article states

      > These are proper release builds however, with the full infrastructure and support that comes with them. They are tagged as releases in Git, allowing our distribution partners to properly support us and our users.

      Some distros ship really old Dolphin versions, this will hopefully fix that.

      They were considered "beta" releases, the last "stable" version was 8 years ago and users were discouraged from actually using such an old version. This is just codifying what has already been the case for a while, that the formerly "beta" releases are stable enough for daily usage.
