It's Watch Duty. No link given a The Guardian, so here it is:

I highly recommend Ready for Wildfire, by CalFire. It gives instructions on how to make your home safer, and detailed steps to prepare for, and carry off, an evacuation.

Arguably, an urban fire is different from a rural wildfire, but the same precautions apply. Urban fires, are IMO, more likely to encounter traffic jams, as happened in the Oakland Hills fire and the Paradise/Camp fire. So from the CalFire site:

    > If fire officials suggest evacuating, it’s best to leave right away. This helps you avoid danger and keeps roads clear for firefighters. In big wildfires, there’s no time for door-to-door warnings, so if you’re told to go, do it fast to stay safe.
